5-17-21. Cement plant interest and debt service fund--Tax proceeds paid into fund. Such taxes when collected shall be paid into the state treasury and credited to a special fund to be designated as cement plant interest and debt service fund and applied to the payment of the interest on such bonds, and the final redemption of such bonds as the same may become due and payable, and such taxes are hereby dedicated to that purpose, and, when put into the state treasury shall remain a specific fund for such purposes only, except as hereinafter provided.
