5-17-23. Enlargement of Rapid City plant authorized--Supplemental plants--Bond issue. It is declared immediately necessary and expedient that the capacity and production of the state's plant and facilities for manufacture, distribution, and sale of cement products be increased, and to that end the State Cement Plant Commission is authorized and directed to effect appropriate improvements, enlargements, and extensions of the State Cement Plant at or near the municipality of Rapid City and/or to acquire, construct, furnish, and equip one or more supplemental plants either at or near Rapid City or elsewhere within the state, as the commission may determine and order. The State Cement Plant Commission is authorized to borrow money and to issue negotiable coupon general obligation bonds of the state in the total principal amount of not to exceed one million five hundred thousand dollars for the purpose of providing money for the purposes above specified.
