5-17-30. Surplus funds transferred to interest and debt service fund. Whenever surplus funds have accumulated in the cement plant fund which are not needed in the necessary operation and maintenance of the Cement Plant, the State Cement Plant Commission is authorized to turn over such surplus funds to the credit of the cement plant interest and debt service fund to be applied to the payment of the interest and final redemption of said bonds.
