5-17-5. Employment of personnel--Rules. Such Cement Plant Commission may employ assistants, clerks, laborers, legal counsel, engineers, and contractors, and fix their bonds, salaries, and compensation. It may define the duties and promulgate rules pursuant to chapter 1-26 regarding the management of the commission; personnel; travel; and the retirement plan, but retirement benefits provided by such rules shall not be greater than the retirement benefits provided in chapter 3-12.
