5-17-9. Operation of plants, distribution and transportation facilities, terminals, businesses or companies authorized--General powers. The Cement Plant Commission is hereby empowered and authorized to operate plants, distribution and transportation facilities, terminals, businesses, or companies and related facilities and equipment inside or outside the State of South Dakota, sell the products produced at said plants, facilities, terminals, businesses, or companies, fix the price of such products and determine the manner and methods of the terms under which such products shall be sold, advertise such products to the public in such manner as the commission deems proper, and to do all things in the operation of such plants, facilities, terminals, businesses, or companies and the sale of products as the commission may deem necessary or expedient.
