9-43-13. Number of installments and interest rate stated in assessment roll--Advance payments deemed in inverse order of installments. Where the assessment is payable in installments, the special assessment roll shall also specify the number of installments, the rate of interest deferred installments shall bear, and that the whole of such assessment or any installment thereof may be paid at any time and that all installments paid prior to their respective due dates shall be deemed paid in inverse order of their due dates.
