9-43-7. Total cost of improvement to be apportioned--Items included. The total benefit of the improvement shall be deemed to be not less than the total cost thereof, and such total cost shall constitute the amount to be apportioned and shall include the contract price and all the engineering, inspection, publication, fiscal, legal, and other expenses incidental thereto.
