12-3-205. Sole source procurement Noncompetitive negotiation authorized.

The commissioner shall identify goods or services which may not be procured by competitive means because of the existence of a single source of supply. The commissioner shall submit to the board of standards, for approval, rules and regulations prescribing the manner in which such procurement may be accomplished, which may include noncompetitive negotiation. Sole source goods and services shall be purchased only in accordance with these rules.
