12-3-209. Utilities Service contracts.
Subject to rules of the department approved by the board of standards, the department shall purchase or contract for all telephone, telegraph, electric light, gas, power, postal, and other services for which a rate for the use thereof has been established by a public authority, in such manner as the commissioner deems to be in the best interest of the state of Tennessee.
