54-13-202. Right to construct toll bridge or other obstruction Securing.

No right to construct a toll bridge, milldam, or other obstruction across any river or watercourse shall be granted to any petitioner unless the petitioner owns the land on both sides of the watercourse, or unless the petitioner produces the written consent of the owner of the land.
