The commissioner is authorized to promulgate any rules necessary to carry out the proper administration of this part. The rules shall be promulgated as public necessity rules pursuant to § 4-5-209. The rules shall be promulgated in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5.
