8-30-203. Orders Rules and regulations.

The authority given and the powers conferred upon the commissioner may be exercised by regulation or by order, as the commissioner sees fit. The commissioner's powers and duties shall not be limited or restricted by the authorization to adopt rules, except to the extent that rules are adopted.
