§ 2c. Anterless deer season

1.0 Authority

1.1 This rule is adopted pursuant to 10 V.S.A. § 4081(e). In adopting this rule, the Fish and Wildlife Board (Board) is following the policy established by the General Assembly that the protection, propagation, control, management, and conservation of fish, wildlife and fur-bearing animals in this state is in the interest of the public welfare and that the safeguarding of this valuable resource for the people of the state requires a constant and continual vigilance.

1.2 In accordance with 10 V.S.A. § 4082, this rule is designed to maintain the best health, population and utilization levels of the deer herd.

1.3 The dates for the antlerless season are set pursuant to 10 V.S.A. § 4084.

1.4 The Board's authority to permit the taking of antlerless deer during the Youth Deer Hunting Weekend as established by 10 V.S.A. § 4742a(c).

1.5 This rule shall apply to the taking of antlerless deer during the established muzzleloader season, archery season, and Youth Deer Hunting weekend.

2.0 Purpose

2.1 The purpose of this rule is to manage to Vermont's deer herd by: authorizing the issuance of antlerless permits; establishing Wildlife Management Units (WMUs) to be open for the hunting of antlerless deer during the muzzleloader and archery seasons; and to open Youth Hunting Weekend to the taking of antlerless deer.

3.0 Permitted Activities and Restrictions

3.1 The Board authorizes the issuance of a total of 23,725 permits, distribution to be made throughout the state on the basis of management districts as provided for in Section 4 of this rule. Issued permits are valid only during the muzzleloader season.

3.2 The Board hereby establishes a special muzzleloader season during which antlerless deer (deer with antlers less than three inches in length or no antlers) may, with a valid permit, be taken, from December 5, 2009 through December 13, 2009, both dates inclusive.

3.3 The Board hereby establishes that a person with a valid archery license may take, by the means of archery, an antlerless deer in all WMUs except for WMU E.

3.4 The Board hereby established that participants in the Youth Hunting Weekend (November 8 & 9, 2008) may take an antlerless deer.

3.5 Valid applications for antlerless muzzleloader permits must be postmarked no later than the last Thursday in August; delivered to the Fish and Wildlife Department in Waterbury, Vermont by 4:30 PM. On-line application will be accepted until midnight of the last Thursday in August, 2009.

4.0 Antlerless Permits by WMU
