§ 715. Establishment of district as governmental subdivision; certificate
The secretary of state shall file and record the application and statement in an appropriate book of record in his office. When the application and statement have been filed and recorded, the district shall constitute a governmental subdivision of this state and a public body corporate and politic, for the purposes set forth in this chapter. Without cost, the secretary of state shall make and issue to the supervisors a certificate, under the seal of the state, of the due organization of the district, and shall record a copy of such certificate with the application and statement.
