§ 5-1005. Vacancy in the office of city manager
In the event of a vacancy in the office of city manager, or during the temporary absence or disability of the city manager, the city council, by resolution of the majority of its members, may appoint an "acting city manager" to perform the duties of the office, and fix the compensation of the person so appointed. The acting city manager shall have all the powers and duties of the city manager, except the power to appoint and remove officials. The city council shall make temporary appointments to fill any vacancy in an office appointed by the city manager.
