§ 1874. Construction of subchapter

The powers conferred by this subchapter shall be in addition and supplemental to the powers conferred by any other law. Bonds may be issued hereunder for off street public parking projects of the municipality notwithstanding that any other law may provide for the issuance of bonds for like purposes and without regard to the requirements, restrictions or procedural provisions contained in any other law. This subchapter is remedial in nature and the powers hereby granted shall be liberally construed to effectuate the purposes hereof, and to this end the municipality shall have powers necessary and convenient to carry out the purposes hereof in addition to the powers expressly conferred in this subchapter.
