§ 10.1-561.1. Certification of local program personnel.

A. The minimum standards of local program effectiveness established by theBoard pursuant to subsection D of § 10.1-561 shall provide that within oneyear following the adoption of amendments to the local program adding theprovisions of this section, (i) a conservation plan shall not be approveduntil it is reviewed by a certified plan reviewer; (ii) inspections ofland-disturbing activities are conducted by a certified inspector; and (iii)a local program shall contain a certified program administrator, a certifiedplan reviewer, and a certified project inspector, who may be the same person.

B. Any person who holds a certificate of competence from the Board in theareas of plan review, project inspection, or program administration which wasattained prior to the adoption of the mandatory certification provisions ofsubsection A of this section shall be deemed to satisfy the requirements ofthat area of certification.
