§ 15.2-2108.28. Transfer.

No transfer of any franchise granted under this article shall occur withoutthe prior consent of the locality, provided that such locality shall notunreasonably withhold, delay, or condition such consent. No transfer shall bemade to a person, group of persons or affiliate that is not legally,technically, and financially qualified to operate the cable system andsatisfy the franchise obligations.
