§ 15.2-4525. Powers granted are in addition to all other powers.

The powers conferred by this chapter on counties and cities are in additionand supplemental to the powers conferred by any other law, and may beexercised by resolution or ordinance of the governing bodies thereof, asrequired by law, without regard to the terms, conditions, requirements,restrictions or other provisions contained in any other law, general orspecial, or in any charter.
