§ 15.2-5200. Creation of commission.

In each locality, and in each group of two or more of such politicalsubdivisions whose governing bodies declare by resolution that the localityneeds a hospital or health center, a hospital or health center commissionshall be created as a public body corporate, with such public and corporatepowers as are set forth in this chapter. Such commission shall not transactany business or exercise its powers until the governing body of thesubdivision, or the governing bodies of the subdivisions, declares the needfor the hospital or health center commission to function therein.
