§ 15.2-7019. Construction; inconsistent laws.

This chapter shall be liberally construed to effectuate the purposes hereof,and the foregoing sections of this chapter shall be deemed to provide anadditional and alternative method of doing the things authorized thereby, andshall be regarded as supplemental and additional to powers conferred upon theCity of Richmond by its Charter and upon the City of Richmond and Counties ofHenrico and Chesterfield by other provisions of law; however, the issuance ofrevenue bonds or revenue refunding bonds under the provisions of this chapterneed not comply with the requirements of any other law applicable to theissuance of bonds, and except as otherwise expressly provided in thischapter, none of the powers granted to the Authority under the provisions ofthis chapter shall be subject to the supervision or regulation or require theapproval or consent of the City of Richmond or the Counties of Henrico andChesterfield or any commission, board, bureau, official, or agency thereof orof the Commonwealth, except as otherwise provided in this chapter.
