§ 2.2-1823. Lump-sum transfers prohibited.

Lump-sum transfers of appropriations to state departments, divisions,offices, boards, commissions, institutions and other agencies owned orcontrolled by the Commonwealth, whether at the seat of government or not,shall be prohibited except for the payment to or distribution among thepolitical subdivisions of the Commonwealth of any appropriations made to themby law.
