§ 2.2-418. Statement of intent and purposes.

The General Assembly finds and declares the following:

1. The operation of open and responsible government requires the fullestopportunity to be afforded to the people to petition their government for theredress of grievances and to express freely their opinions on legislative andexecutive actions.

2. The identity and expenditures of certain persons who attempt to influencelegislative and executive actions with respect to legislation and executiveorders should be publicly identified to preserve and maintain the integrityof government.
