§ 2.2-802. General accounting and clearance through Comptroller.

In the Department the Comptroller shall maintain a complete system of generalaccounting to comprehend the financial transactions of every statedepartment, division, officer, board, commission, institution or other agencyowned or controlled by the Commonwealth, whether at the seat of government ornot. All transactions in public funds shall clear through the Comptroller'soffice.
