§ 22.1-2. System of free public elementary and secondary schools to bemaintained; administration.

There shall be a system of free public elementary and secondary schoolsestablished and maintained as provided in this title and administered by theBoard of Education, the Superintendent of Public Instruction, divisionsuperintendents and school boards.
