§ 22.1-208.2:1. Community of Readers Program established.

A. To promote the literacy development of first and second graders and tosustain community involvement in and responsibility for the education ofchildren, there is hereby established the Community of Readers Program.

B. The Program shall consist of no more than twelve pilot projects that mayinclude, but shall not be limited to, (i) recruitment of volunteer tutorsfrom the community; (ii) training of Community of Readers readingcoordinators and of volunteer tutors by such reading coordinators to assistpupils in the development of reading skills; and (iii) materials, research,and program planning and development support in cooperation with local schooldivisions.

C. The Virginia Department of Education will distribute and monitor the fundsnecessary to implement the Program from such funds as may be appropriated forsuch purposes according to guidelines established by the Department.
