§ 22.1-354.6. Northern Neck-Middle Peninsula Public Education Consortiumcreated; region defined; governing board; membership; terms; compensation andexpenses.
A. The Northern Neck-Middle Peninsula Public Education Consortium is herebyestablished as an independent local entity without political subdivisionstatus and shall be referred to in this chapter as the Consortium. For thepurposes of this chapter and the work of the Consortium, "NorthernNeck-Middle Peninsula" shall include the Counties of Essex, Gloucester, Kingand Queen, Lancaster, Mathews, Middlesex, Northumberland, Richmond, andWestmoreland. The governing board of the Consortium shall consist of theschool superintendents of the named localities, the president or his designeeof Rappahannock Community College, the Director of the Virginia Institute ofMarine Science, and seven nonlegislative citizen members representingbusiness, industry, and community interests in the region, four of whom shallbe appointed by the Speaker of the House of Delegates and three of whom shallbe appointed by the Senate Committee on Rules. The region's legislators,representing the Fourth and Twenty-eighth Senatorial Districts and theNinety-eighth, Ninety-ninth and One-hundredth House Districts, shall serve asnonvoting, advisory members of the board. Legislative members and members whoserve by virtue of their office shall serve terms coincident with their termsof office. The nonlegislative citizen members shall serve terms of two yearsand may be reappointed for successive terms. The board may appoint additionalnonvoting, advisory members to assist in the performance of its duties.Vacancies occurring other than by expiration of a term shall be filled forthe unexpired term. Vacancies shall be filled in the same manner as theoriginal appointments.
B. No board members shall receive compensation or reimbursement for expensesincurred in the performance of their duties. The board shall elect a chairmanand a vice-chairman from among its members and may provide such rules as itconsiders appropriate concerning its membership, quorum, and establishment ofcommittees.
