§ 23-9.14. Effect upon powers of governing boards of institutions; endowmentfunds.

The powers of the governing boards of the several institutions over theaffairs of such institutions shall not be impaired by the provisions of thischapter except to the extent that powers and duties are herein specificallyconferred upon the State Council of Higher Education. The Council shall haveno authority over the solicitation, investment or expenditure of endowmentfunds now held or in the future received by any of the public institutions ofhigher education.
