§ 23-99. Bylaws and regulations.

The board may make bylaws and regulations for their own government and themanagement of the affairs of the Institute, and may, for the purpose oftransacting such business as, in its opinion, can be properly transacted by aless number than the majority, authorize not less than four members toconstitute a quorum.
