§ 23-30.39. Declaration of policy.

It is hereby declared that for the benefit of the people of the Commonwealth,the increase of their commerce, welfare and prosperity and the improvement oftheir health and living conditions it is essential that this and futuregenerations of youth be given the fullest opportunity to learn and to developtheir intellectual and mental capacities; that it is essential thatinstitutions for higher education within the Commonwealth be provided withappropriate additional means to assist such youth in achieving the requiredlevels of learning and development of their intellectual and mentalcapacities; and that it is the purpose of this chapter to provide a measureof assistance and an alternative method to enable institutions for highereducation in the Commonwealth to provide the facilities and structures whichare sorely needed to accomplish the purposes of this chapter, all to thepublic benefit and good, to the extent and manner provided herein.
