§ 23-24. Prohibition against obligating Commonwealth.

The bonds and other obligations of an institution shall not be in any way adebt of the Commonwealth and shall not create or constitute any indebtednessor obligation of the Commonwealth, either legal, moral or otherwise, norshall they be payable out of any funds other than those of the institutionand nothing in this chapter contained shall be construed to authorize anyinstitution to incur any indebtedness on behalf of or in any way to obligatethe Commonwealth.
