§ 23-38.19:1. Virginia Graduate and Undergraduate Assistance Program.

A. From such funds as may be appropriated and from other funds as might bereceived on its behalf, a program of tuition assistance is hereby establishedin the form of grants and fellowships awarded on a competitive basis tooutstanding graduate and undergraduate students who are enrolled in oraccepted for enrollment in any accredited, degree-granting public institutionof higher education in Virginia. The program shall be administered by theState Council on Higher Education for Virginia through such regulations asthe Council may deem necessary and appropriate.

B. The full amount of each scholarship awarded to each recipient shall beused only for payment of charges for tuition, fees, room, board, or othereducational expenses.
