§ 23-50.16:33. Chapter liberally construed.

This chapter shall constitute full and complete authority, without regard tothe provisions of any other law, for the doing of the acts and things hereinauthorized and shall be liberally construed to effect the purposes hereof.Insofar as the provisions of this chapter are inconsistent with theprovisions of any other law, general, specific or local, the provisions ofthis chapter shall be controlling.
