§ 30-100. Declaration of legislative policy; construction.

The General Assembly, recognizing that our system of representativegovernment is dependent in part upon (i) citizen legislative membersrepresenting fully the public in the legislative process and (ii) itscitizens maintaining the highest trust in their public officers, finds anddeclares that the citizens are entitled to be assured that the judgment ofthe members of the General Assembly will not be compromised or affected byinappropriate conflicts.

This chapter shall apply to the members of the General Assembly.

This chapter shall be liberally construed to accomplish its purpose.
