§ 31-16. Access by certain persons to child in custody of another.

The court or judge in vacation, upon the petition of a parent when any minorchild is in the sole custody of the other parent or of anyone by his or herauthority, or of any guardian of the child or children the father or motherbeing dead, may make an order or orders for the access of the petitioner tothe minor child or children at such times and subject to such regulations andrestrictions as are deemed just and proper.
