§ 33.1-13.02. Biennial report on maintaining and operating existingtransportation infrastructure.

No later than September 15 of each odd-numbered year, the Virginia Departmentof Transportation shall submit to the Governor, the Joint Legislative Auditand Review Commission, and the Commonwealth Transportation Board a report onthe condition of and needs for maintaining and operating the existingtransportation infrastructure in the Commonwealth for all asset managementand maintenance, based on an asset management methodology. Such methodologyshall, in accordance with generally accepted engineering principles andbusiness practices, identify and prioritize maintenance and operations needs,including those for pavement, technology, bridges and other structures, pipesand draining, and congestion management and reduction. Reports shall include(i) the performance standards to be used to determine those needs, (ii) anestimate, for the upcoming two fiscal years, of the budget required to meetthem, (iii) employment level goals for the next two years, and (iv) thepercentage of asset management under private contract.
