§ 33.1-143. Intention of article.

It is the intention of this article to provide a revolving fund for thepurpose of acquiring properties to be used for highway rights-of-way at atime before development of such properties so as to minimize the costs ofhighway construction and reduce the inconvenience to owners of propertywithin a proposed highway project.
