§ 36-151. Liberal construction of chapter.
The provisions of this chapter shall be liberally construed to the end thatits beneficial purposes may be effectuated. Insofar as the provisions of thischapter are inconsistent with the provisions of any other law, general,special or local, the provisions of this chapter shall be controlling.
