§ 38.2-3423. When subject to this title.

Any person that fails to show that it is regulated by another agency of thisCommonwealth, any subdivision of this Commonwealth, or the federal governmentas provided by § 38.2-3421 shall be subject to all appropriate provisions ofthis title regarding the operation of its business.
