§ 42.1-32.1. Declaration of intent.

It is hereby declared to be the policy of the Commonwealth, as part of itsprovision for public education, to promote the cooperation and networking ofall public, academic, special and school libraries throughout theCommonwealth. It is the further intent of this article that none of itsprovisions shall be construed to interfere with the autonomy of the governingboards of institutions of higher education and the governing boards ofpublic, special and school libraries.
