§ 46.2-2001.1. License, permit, or certificate required.

It shall be unlawful for any person to operate, offer, advertise, provide,procure, furnish, or arrange by contract, agreement, or arrangement totransport passengers for compensation as a broker, motor carrier or excursiontrain operator without first obtaining a license, permit, or certificate,unless otherwise exempted, as provided in this chapter.
