§ 46.2-2108.2. Necessity of a license, permit, or certificate.

It shall be unlawful for any person to operate, offer, advertise, provide,procure, furnish, or arrange by contract, agreement or arrangement totransport property for compensation on an intrastate basis as a motor carrieror broker without first obtaining from the Department a license, permit, orcertificate of public convenience and necessity as required by this chapter.
