§ 46.2-621. Application for certificate of title.

The owner of a vehicle, or his duly authorized attorney-in-fact, shall applyfor a certificate of title in the name of the owner on appropriate formsprescribed and furnished by the Commissioner. Officers and employees of theDepartment are vested with the authority to administer oaths and takeacknowledgments and affidavits incidental to the administration andenforcement of this section and all other laws relating to the operation ofmotor vehicles, the collection and refunding of taxes levied on motor fuelsand sales and use tax, for which services they shall receive no compensation.
