§ 5.1-9.2. Contract carriers; permit and license required.

No person shall operate or engage in the business of a contract carrier byaircraft intrastate in the airspace of this Commonwealth unless such personhas secured from the Department a permit authorizing him to conduct suchoperation or to engage in such business and has licensed under § 5.1-5 allaircraft used in this Commonwealth.
