§ 5.1-126. Establishment of through routes, etc., by Commission.

The Commission shall, whenever deemed by it to be necessary or desirable inthe public interest, after hearing, upon complaint or upon its own initiativewithout a complaint, establish through routes, and joint rates, fares,charges, regulations, or practices, applicable to the transportation ofpassengers by common or restricted common carriers by aircraft, or themaximum or minimum to be charged, and the terms and conditions under whichsuch through routes shall be operated.
