§ 5.1-130. Criteria for establishment of rates.

In the exercise of its power to prescribe just and reasonable rates for thetransportation of passengers or property by common or restricted commoncarriers by aircraft the Commission shall give due consideration, among otherfactors, to the inherent advantages of transportation by such carriers; tothe effect of rates upon the movement of traffic by such carriers; to theneed, in the public interest, of adequate and efficient transportationservice by such carriers at the lowest cost consistent with the furnishing ofsuch service; and to the need of such carriers for revenues sufficient toenable them, under honest, economical, and efficient management, to providesuch service.
