§ 5.1-135. No transportation except when rates have been filed and published.

No common carrier or restricted common carrier by aircraft, unless otherwiseprovided by this chapter, shall engage in the transportation of passengers orproperty unless the rates, fares, and charges upon which the same aretransported by such carrier have been filed and published in accordance withthe provisions of this chapter.
