§ 58.1-4003. State Lottery Department established.

Notwithstanding the provisions of Article 1 (§ 18.2-325 et seq.) of Chapter 8of Title 18.2 or any other provision of law, there is hereby established asan independent agency of the Commonwealth, exclusive of the legislative,executive or judicial branches of government, a State Lottery Department,which shall include a Director and a State Lottery Board for the purpose ofoperating a state lottery.
