§ 59.1-375. Owner's and operator's license required.

No person shall construct, establish or own a horse racetrack or satellitefacility where pari-mutuel wagering is permitted, unless he has obtained anowner's license issued by the Commission in accordance with the provisions ofthis chapter.

No person shall operate pari-mutuel wagering or conduct any race meeting atwhich wagering is permitted with his knowledge or acquiescence, unless he hasobtained an operator's license issued by the Commission in accordance withthe provisions of this chapter.

No person to whom an owner's or operator's license has been issued nor anyofficer, director, partner, or spouse or immediate family member thereofshall make any contribution to any candidate for public office or publicoffice holder at the local or state level.

No license issued under the provisions of this chapter shall be transferable.
