§ 62.1-80. Declaration of public policy.

In order to conserve and utilize the otherwise wasted energy from the waterpowers in this Commonwealth, it is hereby declared to be the policy of theCommonwealth to encourage the utilization of the water resources in theCommonwealth to the greatest practicable extent and to control the waters ofthe Commonwealth, as herein defined, and also the construction orreconstruction of a dam in any rivers or streams within the Commonwealth forthe generation of hydroelectric energy for use or sale in public service, allas hereinafter provided.
